Buffalo Latino Village is proud to feature the continued development of LOWEISA, a cultural-economic platform designed to protect, strengthen, and elevate the identity of Buffalo’s Lower West Side. As one of the city’s most significant Latino population centers — where 51% of residents identified as Hispanic in 2022 — the neighborhood’s Latino roots form the foundation of a powerful strategy.

LOWEISA recognizes what the neighborhood has long demonstrated: culture is an economic asset. The Lower West Side’s restaurants, bakeries, community centers, and Latino-owned businesses are not extras; they are active engines of commerce, entrepreneurship, and neighborhood vitality. Niagara Street, with its blend of food, small business, immigrant enterprise, and historic Puerto Rican presence, stands as the community’s economic spine.

At a moment when Buffalo is pursuing infill housing, redevelopment of vacant land, and new commercial investment, LOWEISA raises a central question: Who benefits from redevelopment, and how do existing residents and businesses participate? The platform enters the city’s planning conversation with a clear purpose — to ensure that cultural identity and community voice remain central to the neighborhood’s future.
